The answer to this question is yes! But... the better question is how.

What Can Project Resources Do as Default?
If I am a Project Resource on a Project and NOT a PMO, the default is that I cannot edit any custom field. So if my dog did not indeed eat my homework then there is no way for me to edit that entry in the Cause of Delay task field that you see below.
How to Enable Project Resources to Edit
Enable a Project Resource to edit custom fields on Tasks assigned to them by following these steps:
- Go to the custom field in your User Defined Fields page
- Edit the custom field and go to the Advanced tab
- Choose "Assignee" for Edit Permissions (the defualt is "Default")
Now a normal "Joe-shmo" resource will be able to edit the custom field on his task. One caviate, the resource can only edit the custom field on the Task Detail Page, not inline editing.
