Only certain users in Project Insight are allowed to see "financial data" in Project Insight. This means any fields that involve a user's burden or bill rates or financial totals will only be visible to certain user types. Similarly, the Target Tab on a project is entirely financial information. You can set this visibility on the Project Budgeting add-on.
There are two types of permissions that grant Financial access:
System Roles in the user's profile
- System Administrator: This role doesn't directly give a user ability to see financials, but they can edit their profile to add the roles that can
- User Manager: This role also doesn't directly give a user the ability to see financials, but they can add system roles to themselves (they cannot add the Sys Admin role)
- PMO Manager: This user acts as a Project Manager on the projects they're allowed read access (Project Managers can see all financial data on their projects)
- Time Sheet Approver: Sees Financial data for time sheets they are approving
- Time/Expense/Invoice Manager: Sees all financial data pertaining to time entries, expense entries, or invoice records
- Project Report Viewer: Allows Team Member users to see all financial data on all projects that they have read permissions
- Time/Expense Report Viewer: Sees all financial data pertaining to time and expense entries

Individual Project Permissions
- Any user that it designated a Project Manager on any specific project will be able to see financial data on their projects (unless you change Project Settings)
- That is the primary difference between Project Manager and Project Scheduler
