NOTE: User context being used must have permissions to anything that you want to do with the integration. In order for "Service Hooks" to be automatically setup (Required for updating Project Insight of updates in DevOps) the User context must also have permission to "Service Hooks" normally this is restricted to Project Admins but if user will not be a given admin permission the "Service Hooks" permission will need to be set manually for the user.
For the PAT Either "Full access" and "Custom defined" permissions scopes will work for the integration.
"Custom defined" permissions:
- Graph: Read
- Identity: Read
- Project and Team: Read, write, & manage
- User Profile : Read
- Work Items : Read, write, & manage
