Do not give unregistered people who use the Public-Facing Request Form any system roles

When someone submits an entry to the project request form who is unregistered with PI, they are added as an inactive user.

However, I recently noticed they are being given a system role as 'project resource' - however, this is not accurate at all since they are simply someone submitting a request - not a project resource.

The issue with giving them this system role by default creates a deceptive narrative of their role within PI, and is very inconvenient to have them showing up on resource allocation reports.

I highly suggest any form participants who are automatically added as an inactive user are given NO system roles by default. The system admin can give them system roles as the need arises.
