Option to add time to Inactive Projects

Our project workflow allows us to set projects to be Complete/Inactive, however some of our teams have a need to still add time to a project long after it has completed. It would be helpful if we had the option to toggle search visibility for projects that are Inactive, so that users can continue to search for completed projects, add themselves, and add time as needed.
