Charge Time To Certain Project Types

Enable a feature where users are only able to charge to certain project types. In our PI, we have two active project types, one that is for prospective work, and one that is "active" - we would like for only projects that are actually active to be able to be charged to on user's timesheets until prospective work is flipped over to active.
