Ability to Move Native Fields on Forms and Status Pages

Would like the ability to move Native fields on forms and Status pages.  Creating custom forms that will work for our organization is the initial step in creating a project, and having the base information is crucial to the success of a project.  Many of PI's Native fields are hard coded into specific locations, and creating useful forms can become very tedious when attempting to insert custom fields in-between, above, and below Native fields.  After creating a form, cleaning up the Status page can also become very tedious and time consuming.  Many of the Native fields are in a location that does not fit with the rest of the form.  For example, on the PRQ form, the Native Department field is hidden under the Details Accordion.  For many users, this is a key field which should be fit into the form in a more visible location, and for each of us, a different location on our forms. Forms have custom fields, and are customized in each organization so that they can be most beneficial to the organizations users.  Native fields inserted into random locations that don't work for some is a drawback for an essential part of our project lifecycle.

BEST case scenario would be to create a drag and drop interface to structure the forms, with a default option on the dropbox, i.e. combobox, checkbox, separator bar....straight up.
