Allow for the Selection and Ordering of Folders in the 'Parent Item' Field in Project Add

One of our ongoing issues is when PMs create a new project and can.t find the associated project files. I made a change to add the 'Parent Item' field to the project add screen. This turned out to be a real bonus. I do have a request that would further simplify the process by allowing for the selection and ordering of folders in the 'Parent Item' field.
