Vacation Time Scale Adjustments

Include the timeframe option available for the "Vacation" option under editing Work Schedules (as it is currently included under PTO).

Many people in our office will take half days off, and so that would still be considered Vacation rather than a PTO or other classification.

Additionally, as we are using one of our resources as actually a group of users (capacity of 400% for 4 people for Plant Staff), this makes scheduling vacation tricky when only 1 or 2 of 4 people has time booked off, as the whole plant isn't closed at that time.
