Add Comment in line while in Edit mode

Similar to the Inline editing Comments on the Task List request, now that we can add comments in line, I'd like to be able to add those comments whether in Read mode or Edit mode.

If I'm editing the line of the task or issue, I want to be able to add a comment when the edit mode is activated.
