Project Schedulers and Project Managers should not be able to enter time against other users

Project Managers and Project schedulers can currently enter time against other users names. This is not ideal for us.  We would like a configuration option in Administration that allows systems to enable or disable this feature.  We would choose to disable as this eliminate possible error and data integrity issues in our system.
