More permission and resource levels

We need more permissions and resource levels for our users.  Being restricted to what you provide is really limiting in our workflow.  For example the majority of our users need to be project schedulers as we want to give them the ability to create sub tasks with their development details in them.  Having project scheduler rights however gives them a lot of capabilities in the system, especially being able to enter time against other users names
