Upload PI projects into JIRA

I'd like to be able to upload PI projects into JIRA using the JIRA integration. Currently the only thing you can do is upload a PI project to an existing JIRA project, and we'd like to be able to create a NEW JIRA project automatically from the PI project we're syncing. As of typing this you can do it the other way around (JIRA to new PI Project)
