Upload PI projects into JIRA

Is there a way to automatically send a project from PI to JIRA to create a new project in JIRA? It looks like we can currently only connect a PI project to an existing JIRA project which doesn't work for us.

  PI cannot currently create a Jira project. As you have noted it will synch up with an existing Jira project, but a new project must first be added into Jira.
