Allow for Issues to be a default view or remembered as the last view when clicking a project

Hi,

We would like to have Issues be a view option that is remembered when clicking on a project.  We have some 'projects' which are not true projects, but are being used to group Issues, which later may be converted to tasks.  For right now, they are just issues, so when clicking on the project, rather than seeing a blank task list, we would like to see the list of issues.
