Resource Allocation versus Resource Allotment

I am looking for a good, clear definition of the difference between these two options, please.

  Resource Allocation is the report type in PI that adds all scheduled work for a resource across all projects in the portfolio and demonstrates how busy someone will be vs their capacity limits:
  
  

  Resource Allotments asks the Project Managers or Resource Managers to allot hours per week or per month to a project by resource or to a resource by project. Allotments are designed to set aside x number of hours for and demonstrate that placeholder in a table:
