Add "Resource Added" as a Notification Event Type

We want to be able to notify resources when they are added to projects. As far as I know there is no way to do that in PI which seems like a glaring limitation / pretty easy fix.

We would want "Resource added" to be added to the Event Types (like assignment changed, etc).
