Allow Project Managers to edit/delete comments on To Dos

  Resources can now edit or delete their own comments even on ToDos. However, Project Managers cannot edit or delete comments. It has to be the person who made the comment.

  Let's see if there are others in the Help Center Community who want the Project Managers to change or delete comments made by others on their projects...
