Add option to make fields required before archival

Certain fields in our projects are not necessary most of the time, but are needed for our reporting purposes when the project is completed (and therefore archived).

For example, we want to have a very specific Fulfilled Date in Project Insight - we don't need this until the project is closed/archived - but we *do* want it to be required once it's done.
