Make the Summary Task column available for display and grouping on the Task Resource Report

To satisfy budget planning and RFP responses, we have a need to view hours and costs by resource (or resource type) grouped by summary task for specific projects. The existing Task Resource report provides the data we need except for the summary task, and only works on active projects (there's a separate enhancement request to enable a filter for planning projects on reports, which we've up-voted).
