The General tab is used to choose inherited pre-defined format options and to customize the formatting to meet unique requirements which may not be pre-defined exactly to your requirements.
One method to get an idea as to what you may want to change within the numeric, currency and date/time format settings is to use the Test Formatting Settings option and review the existing settings for the current culture.
Name is the label which you will use for reference of the custom culture you create.
Inherits From allows for the selection of predefined values for numeric and date formatting.
Number Specific Culture is used to override the Inherits From value for the numeric formatting with a different culture. For example, you may choose the United States culture as your primary format, but choose Japanese for the numeric format.
Date Specific Culture is used to override the Inherits From value for the date formatting with a different culture. For example, you may choose the United States culture as your primary format, but choose Japanese for the date format.
Advanced is a hyperlink which opens up more detailed interface options to manually configure custom formatting.
